SFMTA Parking Hearing Examiner Manual

Page 8 of the Parking Hearing Examiner Manual clearly states that "A hearing officer is required to review every citation to ensure that the City has met its burden of proof. If any of the required information is absent or incorrect a hearing officer may summarily dismiss the parking citation as the City has failed to establish its prima facie case."

Additionally, Page 13 of the same Parking Hearing Examiner Manual clearly states that "The hearing officer then should examine the parking citation and determine if the prima facie evidence is satisfied. If any statutorily required information is missing the hearing officer must dismiss the citation."
