Officer Z.P. (Badge #101) - is this really possible?

So, on May 3, 2011...Officer Z.P. wrote 64 street cleaning citations. Out of 64 vehicles, 62 had their VIN plates covered by the owners and the last two are not readable through the windshield?

Seriously?

CVC 40202(a) clearly states that if VIN is readable through the windshield, the citation should contain the last four numbers of VIN otherwise, it is breaking California law.
